City Manager to speak during local TEAAMS Session at Albany Technical College

Albany, Georgia – Albany Technical College is proud to announce the upcoming TEAAMS Monthly Empowerment Session on October 19, 10:00 a.m.-11:00 a.m. at the Logistics Education Center. Steven Carter, City Manager, will be speaking at the event. This session is part of the college's initiative, Teaching, Empowering, African American Males to Succeed (TEAAMS), designed to provide African American Males with fundamental skills to help them succeed and persist through internal and external challenges.

"In September 2023, Albany Technical College-TEAAMS Project received a $96,600 supplemental grant for Predominantly Black Institutions (PBI). The TEAAMS project is designed to improve African American males' educational outcomes through completion. The TEAAMS project was featured in the HBCU Division Newsletter in September 2023. "This supplemental grant will allow ATC to expand the services provided through the TEAAMS Program," said Quanta Bell, TEAAMS Project Director.

"We are delighted to have local community support,” said Quanta Bell, TEAAMS Project Director. "Each month, the TEAAMS project hosts a Monthly Empowerment Session; ATC Faculty and Community Leaders are invited to speak to the students."

About the Speaker

Steven Carter is a U.S. Air Force veteran with over 30 years of experience in information technology and strategic leadership. He is a driven, assertive executive devoted to achieving success at every level. As City Manager, he provides management oversight for all city departments.

For more than 17 years, he has worked in local government, rising through the Information Technology (I.T.) ranks with the last 14 years in executive and senior-level management positions. Over the previous four years, he served Albany and Dougherty County as the Chief Information Officer (CIO). He has significantly impacted corporate culture, project management, and cybersecurity. He has expanded the telecommunication fiber infrastructure, several telephony and communications upgrades, and enacted business continuity as part of a comprehensive disaster recovery plan.

Steven has a diverse background in building and leading high-performing teams in both the private and public sectors. He has an MBA and a bachelor's degree (Summa Cum Laude) in Computer Information Systems with a minor in Business. He is also a Certified Government Chief Information Officer (CGCIO) through the Georgia Municipal Association and the Carl Vinson Institute of Government at the University of Georgia.
